1. Enterprise Resource Planning(ERP)

As a part of ongoing capacity building program, WBSEDCL has implemented Enterprise Resource Planning in a number of functional areas across Headquarters and field offices located all over West Bengal. Delivery, Installation and Commissioning of Infrastructure have been completed. Financial Accounting, Material Management and Human Resource Module have already been implemented in first phase in April, 2015. In the second phase, Project System and Plant Maintenance module has been implemented in November, 2015 and in the third phase; Pay Roll has been Go-live across WBSEDCL in March 2016.

Estimated project cost of Rs.137.8 Crore.

2. SCADA

It is a central sponsored scheme for implementation of SCADA/DMS i.e, Supervisory Control and Data Acquisition/ Distribution Management System at three nos. towns in the State of West Bengal namely Kolkata(U/A), Asansol(U/A) and Siliguri for Real time monitoring and control of the assets like substation breakers, Ring Main units etc. for better system management.

SCADA in Siliguri town &Asansol (U/A) town have been made operational in May, 2017 & 1st week of December, 2017 respectively. Kolkata Town SCADA/DMS project has been made Go-live on 19.12.2019.Altogether 45 nos. 33/11 KV S/S have been covered under SCADA system.

3. Smart Grid

Smart Grid Pilot Project for Advance Metering Infrastructure (AMI) and Peak Load Management (PLM) was undertaken by WBSEDCL in Siliguri. The consumers under 'Siliguri Town feeder' will be covered in the project. The meter data of Siliguri Town Feeder will report to the Control Room which will be set up for this purpose. Under this system both way communication from meter to Head End System and vice versa will be possible. Altogether 5164 nos. smarts meter have been installed and the project has become Go-Live on 31.12.2018

4. R-APDRP (Part-A)

It is a Central sponsored scheme of Rs.176.12 Crore where project cost of Rs.164.37 Crore has been sanctioned by PFC for development of IT initiatives in 61 towns (11 in Kolkata U/A) towards preparation of baseline data for project area covering Consumer indexing, GIS mapping, Metering & Automatic data acquisition of all Distribution Transformers and Feeders up to 11kV. The Project also includes adoption of IT applications for meter reading, billing and collection, Energy accounting & auditing and establishment of IT enabled Consumer services. Establishment of Data Centre at Kolkata and Disaster Recovery Centre at Berhampore have already been completed. All the activities like: Meter Data Acquisition, GIS based network analysis, Web-Self Service & IT implementation of Meter Reading-Billing-Collection under this project have been rolled out.

5. R-APDRP like IT System Development in balance areas

The basic theme of the project is to provide similar IT applications systems as covered under the scope of R-APDRP over balance areas (not covered under R-APDRP) throughout the State. Roll out of SAP-ISU based Metering, Billing and Collection Module has been completed in all the CCCs which are not covered under R-APDRP.

The Centralized Billing Solution has been implemented across WBSEDCL in each and every Customer Care centre. Automatic meter Reading for all HT consumer in the non RAPDRP area is in progress. Mapping of HT network under non-R-APDRP area is under process.

Estimated project cost is Rs.272 Crore.

6. IPDS :IT PROJECT(PHASE-II)

It is an extension of R-APDRP Project. Through this scheme the following works will be done which are in progress:

  • Enhancement of capacity of IT hardware of Data Center and Data Recovery Center which are already created under-APDRP project.
  • Software version up-gradation, migration & integration of installed OS, DB & application of SAP-ISU, SAP-BI, GIS& MDAS system to the latest version.
  • Extending AMR system (MDAS) throughout 49 IPDS towns
  • Updating GIS of electrical network throughout those IPDS towns
After enhancement of capacity of IT hardware and up-gradation of software version,the System response will be faster thus Consumer service will be enhanced remarkably.
Value of the project cost is Rs.45.36 Crore out of which Rs. 19.06 Crore will be funded by PFC and rest part by Govt. of WB.

7. SMS Service

Following SMS alerts/notifications are being sent to the existing/intending consumers (having mobile No. registered with WBSEDCL):

  • Quotation amount for new connection/load enhancement
  • Meter Reading Schedule
  • Generation of energy bills
  • Payment Receipt Intimation
  • Planned shutdown
  • Safety Information & consumer awareness
SMS based network health monitoring system has also been introduced for early restoration of faulty system.

8. Pull SMS & Missed Call Services

WBSEDCL has implemented PULL SMS & Missed Call facility to enhance Consumer Services.

  • Consumer who havenot yet registered their mobile No. can use PULL SMS service for registration of the said mobile No.
  • Consumer can now docket their 'No-Power' complaints either by sending SMS in a predefined text or by giving a missed call from their registered mobile No.
  • Consumer can know their last bill and payment details with the help of PULL SMS service with their registered Mobile no.

9. IVRS system

Centralised IVRS system has been Implemented at WBSEDCL Data Centre with the following facilities:-

  • All agents of five Zonal Call Centers (ZCC ) are mapped centrally at Data Center (DC), New Town
  • Any call through any existing ZCC PRI line will land first in IVRS and on selecting a specific option then call will be diverted to most idle agent in any ZCC
  • Mobile no Registration can be done against existing consumers
Information on Old docket status is included with the existing IVRS Call Flow.

10. Meter Data Acquisition System (MDAS)

Meter Data Acquisition project is initiated by WBSEDCL under power sector reforms in India called R-APDRP & was implemented on May, 2013. The objective is to improve customer Service by providing accurate data for billing and also monitoring of energy consumed and outages mainly at the downstream 11 KV Network level of the Distribution Network. Another important objective is establishment of baseline data, billing, network analysis and energy accounting. The following benefits are the MDAS project:

  • Secure channel for meter data communication.
  • Operator independence in meter data communication.
  • Enabling infrastructure optimization at the Control Centre.
  • Bandwidth optimization.
  • 100% bulk billing has been achieved through AMR using MDAS in the month of Nov, 2017.
  • Billing for 9972 HT consumers using Modems and data fetched through MDAS.
  • Total 28388 modems installed at DTR location and data fetched to integrate with MDAS.
  • Meter readings of another 23532 DTR meters, which are not fetched through AMR, are being taken manually by engaging vendor and integrated with MDAS.
  • 125 substation meter data integrated with MDAS fetched automatically over GPRS.
  • 686 substation meter data which are not fetched through AMR has been integrated with MDAS engaging vendor for taking manual reading.

11. Status of Feeder Monitoring System (Urban & Rural)

Under different projects, feeders-outage management system has been implemented. The project wise detail is given below related to implementation of feeder's data management system:

In the process whenever feeder is interrupted or restored, AE/DE of concerned Division gets SMS. The respective stakeholder of WBSEDCL starts working immediately after obtaining the SMS.

Separately power outage and restoration of the consumer having connected load 50 Kw and above is intimated to them through SMS routed from CRM under this mechanism.

12. SAIDI/ SAIFI

SAIDI/SAIFI of the feeders emanated from different substation can be viewed from portal (http://www.wbsedcl.in/webdynpro/dispatcher/local/SysiSyfiReport/SaidiSaifiReport ).

The power failure details acquired from substation meter event records and updated every 20th of each month.

13. GIS

WBSEDCL has initiated GIS Survey by the agencies using In-House developed mobile app "Vidyut-Manchitra" and almost completed survey of all the electrical network of High Voltage (HV) i.e. 3965 no of 33 & 11KV feeders having length of 110807 Km spread over entire state of West Bengal covering approx. 88752 km2. Also GIS Survey of Low and Medium Voltage (L&MV) network is going on to capture all the DT(s) and its electrical network of L&MV over the command area of WBSEDCL. GIS survey of each consumer is the ultimate goal to analyze the power flow over the digital map from 33KV substation to consumer doorstep for further study to optimize network i.r.o. serving quality & uninterrupted power to the approx. 1.95 croreconsumer base of WBSEDCL. Agency engagement process has been completed for GIS survey of consumer and work is in progress.

14. SPOT Bill

  • Total number of CCCs covered - 536(All).
  • Total number of consumer covered - 2.10 Crore approx.
  • Type of Consumer category covered - Domestic, Commercial, Industrial & Agricultural (All Whole Day Meter) consumers.
  • Spot bill done by - In-house Android based mobile Application
During Meter reading, latitude and longitude is being captured, Photo of meter is also been taken & stored using the aforesaid Android App. Slab wise detailed break-up of energy charge and fixed charge are also being printed in the spot bill.

15. Mobile Apps: For Consumers:

Mobile Apps of WBSEDCL “Vidyut Sahayogi” has been inaugurated by Hon’ble Chief Minister of West Bengal, on 03.06.2016.

Following are facilities available at the aforesaid app:

  • Online for application for L&MV new connection with connection status
  • Complaint Management
  • Bill View & e-payment

16.Revenue collection at Customer Care Center:

  • Collection facility is available at cash counters of all CCCs through SAP-ISU cash desk via intranet of WBSEDCL.
  • In-house developed PC based as well as Mobile based cash collection system over the internet are also available at CCCs in-case of link Failure or out-station collection such as ParishebaMela.

17. Online e-facilities from WBSEDCL website

  • Online application facility through web-portal for New Connection against domestic, commercial & industrial consumers (upto 50 KVA) and for all class above 50 KVA with e-payment facility.
  • Online application facility for temporary/Puja connection
  • Online application for load enhancement facility (upto 50KVA) against domestic, commercial and industrial consumers.
  • Online tracking of status against applications for new connection and load enhancement applied through online.
  • Online payment facility of quotation amount against any mode of application for new connection and load enhancement upto applied load 50 KVA
  • Registration of consumer id along with mobile No./e-mail id on WBSEDCL website for availing value added services such as billing & bill payment information through SMS, downloading of duplicate bills/online payment receipts, viewing of consumption/online payment history.
  • Online complaint lodging for registered consumers at WBSEDCL website along with present status of that complaint and Docket closing information through SMS to all consumers.
  • Online registration for bill payment facility through ECS mode
  • Payment against energy bill and service connection charge for new connection using RTGS/NEFT

18. Online Integration facility from OSWICS portal

Online applicant facility is also implemented from OSWICS portal for industrial consumers. Necessary application status can also be viewed accordingly. Necessary integration with OSWICS system and WBSEDCL web-portal is already in place.

19. E-payment solution

E-payment through net-banking (with 71 Banks)/Debit-Credit card/Stored Valued Wallet/BPPS/UPI/Bharat QR/NACH/ECS/NEFT/RTGS has already been introduced for online payment of electricity bill by L&MV consumers. Consumers can also pay their bills without registration, just entering their consumer ID in the web portal of WBSEDCL through Quick Pay Option.

20. Collection through Bangla Sahayata Kendra (BSK) of GoWB

WBSEDCL has integrated its payment collection system with Bangla Sahayata Kendras (BSK) of GoWB for collection against electricity bill/quotation from existing/prospective L&MV consumers. As of now, the State Government has set up 3560 nos. of Bangla Sahayata Kendras (BSK) through which WBSEDCL consumers can avail the said payment services.

21. Collection Kiosk

354 Nos. of collection Kiosks are installed at different Customer Care Centres. Consumer can view & pay their bills online even-if beyond office hours.

22. Collection through e-Pradan System of Govt. of West Bengal

Integration with e-Pradan of IFMS (integrated Financial Management System) of West Bengal Govt. is already in place for payment against energy bill/quotation for new connection of Government establishment using RTGS.
